Changes to the admail sizes and payments will not be effective until January 15, 2018.

It is important to clearly understand why we negotiated changes to Admail and what these changes mean. The purpose of this bulletin is not to provide technical information, but to simply explain the reasons and what this represents for letter carriers.

Growth for Job Preservation

Since the start of negotiations, we have focused on growth, improving existing services and the addition of new services to maintain our jobs. The fact is that lettermail volumes are declining, which constantly lengthens letter carrier routes. As a result, we had to open the door to delivering larger items in order to limit, or perhaps even stop, job losses. If we had simply negotiated more payments, it would have created overburdening without stopping the lengthening of routes during restructures. We adopted a “hybrid” approach, which consists of maintaining payments and obtaining time allowances based on the number of items delivered.

Time Allowances vs. Payments

It is true that the payment for the 6 in. by 12 in. basic product will drop to 1.5 cents. However, all larger items will receive a payment ranging between 2.5 cents and 7 cents. Financially, we believe total payments will increase because volumes will increase.

That being said, when time allowances are updated every six months, you will also receive the time allowances that will be added to the routes. For example, if your route is currently assessed at 480 minutes, and it gains 15 minutes in time allowances when updated, you will be paid for 15 minutes per day in addition to your regular pay until the next update or restructure, as the case may be, i.e. for the next six months, and that’s in addition to being paid for the next items you deliver. These 15 minutes represent $66.50 per pay period, whether or not you have Admail to deliver during that period.

Many people do not like this product because of the workload involved. As previously mentioned, this is the main reason why we needed to obtain time allowances. We had to ensure we would have an opportunity to continue earning a living and maintain our jobs.
