RSMC: New Values Explained

The chart in this bulletin reflects the pay increase in the activity values on routes for 2016 and 2017 for each zone. Below is an explanation of the new activities.
High POC CMB Sites: These values will apply when CMBs, at a single stop, hold more than 99 POC.
Pickup Other: Is a pick up that is not at street level such as a warehouse door or 2nd floor of a commercial building.
Pickup Street Level: All other pickups.
Parcel Locker Clearance: New parcel lockers contain an outgoing mail slot. This value is to clear outgoing mail each day.
Business Special: An additional value is allocated to more complex business types such as delivering to the back door of a warehouse. These business POC are identified by management.
Business Exterior: A business POC with the delivery point being on the outside of the building.
RPO Drop: Only involves dropping off parcels.
RPO Clearance/Other: When there is more than dropping off of parcels involved such as picking up outgoing mail.
The above values come into effect on January 1, 2017, and will be implemented as routes are updated.
Updates to routes occur a minimum of semi-annually.
Sequenced: Sequencing values come into effect on January 1, 2017, but are only applied when a route is sequenced during a restructure. If a route currently receives sequenced mail, the non-sequenced value will apply until a restructure is implemented. The sequencing value is between approximately 68% and 78% of the non-sequenced value, depending on the activity.
Drive Times: The drive time will be calculated using the number of points of call and the distance travelled. They are as follows:
- 20 km/hr - 50 or more poc/km
- 30 km/hr - 25 - 49.9 poc/km
- 40 km/hr - 10 - 24.9 poc/km
- 50 km/hr - 9.9 poc/km or less
Example:
A route has 1,000 points of call, 45 stops and is 27 kilometers.
- Old drive time:
- divide the number of stops by the distance: 45 divided by 27 equals 1.667 stops per kilometer. The drive time speed is 50 km/hr which allows 32.4 minutes.
- New drive time:
- divide the number of points of call by the distance: 1000 divided by 27 equals 37.04 POC/km. The drive time speed is 30 km/hr which allows 54 minutes.
In this example, the difference between 50 km/hr and 30km/hr adds 21.6 minutes of drive time to the route.
The new drive time calculation comes into effect on January 1, 2017. The new lower speeds will add time to the affected routes. Where the current drive time is worth more than the new drive time, the current drive time will be maintained until the route is restructured, the route becomes vacant or the new drive time is worth more than the current drive time. In the situation where work on a route is performed by anyone other than the route holder, the new drive time will apply.
